بعد مرور أربعة أشهر من تفجير مرفأ بيروت، لا يزال العديد من السكان بعيدين عن منازلهم ويعيشون في مساكن مؤقتة وملاجئ مشتركة أو في منازل أصدقائهم وعائلاتهم والبعض الآخر لا يزالون في منازلهم المتضررة – رغم تعرّض بعضها لخطر الانهيار، خشية فقدانهم حقهم بالعودة. استجابة لهذه الحاجة، وتماشيًا مع الاستجابة الإنسانية الأوسع نطاقًا وأولويات قطاع السكن والمأوى، أعلن برنامج موئل الأمم المتحدة (UN-Habitat) في مؤتمر صحافي عن توفير مساعدات نقدية مخصصة لإيواء 800 أسرة، يستفيد منها 4000 شخص، لمدة لا تقل عن ثلاثة أشهر، وذلك من خلال تمويل من الصندوق المركزي لمواجهة الطوارئ التابع للأمم المتحدة (UNCERF) وبالتعاون مع الجمعية البولندية للمساعدات الدولية (PCPM).
وحول الموضوع، قال محافظ بيروت القاضي مروان عبود: "منذ انطلاقة المشروع كان همنا الأساسي توفير المال للناس المحتاجين والا يكون هناك هدر للمقدرات التي منحتها الجهات الدولية، وعقدنا عدة اجتماعات مع موئل الأمم المتحدة لوضع آلية دقيقة لإجراء الإحصاء والتثبت من المتضررين ووصول المساعدات إليهم، ونحن نسعى لأن يحصل جميع الناس على حقوقهم للعيش في كرامة في الفترة المقبلة."
يُشار إلى ان إجراء الإصلاحات الهيكلية مكلف، مما يجعل من الصعب على الأسر الضعيفة تغطية هذه التكلفة. ويتم إختيار الأسر المستحقة للمساعدات للنقدية بناءً لمعايير اجتماعية واقتصادية، مع إعطاء الأولوية للفئات الأكثر ضعفاً بما فيها الأسر التي تعيلها النساء وكبار السن والأشخاص ذوي الإعاقة. من خلال تغطية نفقات الإيجار، ستكون العائلات قادرة على تحمل الأزمة الاقتصادية والاجتماعية المستمرة والصدمات في لبنان بشكل أفضل من خلال الاطمئنان إلى أن لديها مكانًا آمنًا للإقامة في العام الجديد.
بدورها، قالت المنسقة المقيمة للأمم المتحدة في لبنان ومنسقة الشؤون الإنسانية الدكتورة نجاة رشدي: "يواصل برنامج موئل الأمم المتحدة، في إطار استجابة المجتمع الإنساني والإنمائي الأوسع، الدعوة بقوة إلى أهمية استمرار الدعم لاستجابة المأوى. ويتجلى ذلك من خلال إطلاق إطار الإصلاح والتعافي وإعادة الإعمار (3RF) والذي يضع المسكن في صلب المراحل القادمة لإعادة بناء بيروت."
السكن الآمن والملائم هو الحجر الأساس للتعافي وإعادة الإعمار. وتُعتبر المقاربة، التي تعتمد على الناس مع التركيز على مد الجسور بين الاستجابة الإنسانية الفورية وجهود التعافي وإعادة الإعمار على المدى المتوسط، أساسية. ولفت الممثل الإقليمي للدول العربية في برنامج موئل الأمم المتحدة الدكتور عرفان علي إلى انه "يجب أن يظل السكن اللائق محوريًا خلال الاستجابة الحالية والتعافي الأوسع لبيروت في أعقاب الانفجار. يُعد الوصول إلى منزل آمن، أمرًا ضروريًا خلال الأزمة، لأنه يوفر للعائلات إمكانية الوصول إلى الخدمات الصحية والتعليمية والمزيد من الخدمات التي تشكل مساعدة إنسانية أكبر. فمن دون منزل، تصبح عملية إعادة التأهيل أكثر صعوبة بالنسبة للمعنيين لتلبية احتياجات جميع المتضررين من الكارثة بشكل صحيح."
UN-Habitat announces cash for rent payments to 800 vulnerable families affected by the Beirut Blast
Beirut, 8 December 2020. Four months have passed since the devastating Beirut Port explosions. Many remain displaced and are living in temporary accommodation, shared shelters or at the homes of their friends and families. Countless families continue to live in their damaged homes – despite risk of their collapse, due to fear of losing their right to return. Responding to this need, and in line with the wider humanitarian response, and particularly as part of the Shelter Sector priority actions, UN-Habitat through funding from the UN Central Emergency Relief Fund (UN CERF) and in collaboration with the Polish Centre for International Aid (PCPM) is providing cash-for-rent for a total of 800 households – reaching 4,000 beneficiaries – for a minimum of three months.
“Since the inception of the project, our main concern was to provide cash directly to those in need to avoid wasting the resources granted by the international bodies. Several meetings were held with UN-Habitat to put in place an accurate mechanism for collecting statistics and verifying affected families to deliver aid to them. We strive to enable all people to live in dignity in the coming period,” said Marwan Abboud, Governor of Beirut.
Undertaking structural renovations are expensive. This makes it difficult for vulnerable households to cover this cost. Household eligibility for cash for rent is based on vulnerability and socioeconomic criteria, with special priority given to vulnerable groups including women-headed households, the elderly and people living with disabilities. Through receiving this financial support, families will be able to better withstand the ongoing socio-economic crisis and shocks in Lebanon and are assured that they will have a safe place to stay into the new year.
“The UN, together with the wider humanitarian and development community continues to strongly advocate for the criticality in continued support to the shelter response. This is demonstrated through the recent launch of the Reform, Recovery and Reconstruction Framework – which places housing at the centre of the next phases for rebuilding Beirut.” said Dr. Najat Rochdi, United Nations Deputy Special Coordinator, Resident and Humanitarian Coordinator for Lebanon.
Safe and adequate housing is a cornerstone of recovery and reconstruction. A people-centred approach with a focus on bridging the immediate humanitarian response and the medium-term recovery and reconstruction efforts are vital. “Throughout the current response and wider recovery of Beirut following the blast, adequate housing must remain at the centre. During a crisis, access to a safe home is essential because it provides families with access to health, education and more services that form larger humanitarian assistance. Without a home it becomes more difficult for stakeholders to properly cater to all people affected by a disaster,” said Dr. Erfan Ali, UN-Habitat Regional Representative for Arab States.
“Now, more than four months on from the Beirut blast, thousands of homes are still under repair. This CERF funded cash-for-rent project will more than double the current number of families who have received cash-for-rent assistance to date, providing a secure home for at least three months,” added Taina Christiansen, Head of UN-Habitat Country Programme in Lebanon.
In addition to having their rent covered for at least three months, beneficiaries will receive information and awareness raising sessions. These are centred around COVID-19 preventative measures, as well as, critical protection related information, enhancing the knowledge and ability of individuals to protect themselves against sexual and gender-based violence.
The press conference took place at the Department of Rail and Public Transportation in Mar Mikhael, Beirut, and was attended by H.E. the Ambassador of the Republic of Poland to Lebanon, Przemysław Niesiołowski, members of the Municipal Council of Beirut, representatives of UN agencies, UN-Habitat, the Polish Centre for International Aid and members of the press.

بالإضافة إلى تغطية الإيجار لمدة ثلاثة أشهر على الأقل، سيحصل المستفيدون على معلومات ويشاركون في جلسات توعية، تتمحور حول التدابير الوقائية لجائحة فيروس كورونا، فضلاً عن المعلومات الهامة المتعلقة بالحماية، وتعزيز معرفة الأفراد وقدرتهم على حماية أنفسهم من العنف الجنسي والعنف القائم على النوع الاجتماعي.
يُذكر ان المؤتمر الصحافي عُقد في مرآب مصلحة سكك الحديد والنقل المشترك في مار مخايل، بيروت، بحضور سفير جمهورية بولندا في لبنان برزيميسلاف نيسيووفسكي وأعضاء من المجلس البلدي في بيروت وممثلي وكالات الأمم المتحدة وبرنامج موئل الأمم المتحدة والجمعية البولندية للمساعدات الدولية وأهل الصحافة.
